Unlike ordinary elastic shock cord, its defining feature is a deliberately non-stretch (static) material. Even with heavy gear lashed on the outside, it stays put with little sway, cinching your backpack down tight and stable.
Just thread it through the side loops of your existing backpack to lash gear firmly, or to compress the whole pack when you're carrying less—use it however you like. A practical accessory for updating your pack to suit your own preferences.
